You can do everything at every level, so there's no need to go to the end, except for city siege.

I've personally enjoyed my Shadow Warrior quite a bit so far up to level 26.  The funny thing is this is the first MMO in well... I think since my days of starting my first EverQuest character, that I've been more concerned with enjoying the game than getting to max level.
