Being a Prot Paladin who heals these frostbolts on this fight, I can offer you this advice:

I use Grid, and have its Aggro Alert feature highlight the border of a raid member. When Winterchill (and any other boss, mob, etc) is going to fire a frostbolt at the raid, he targets them quickly, and the aggro alert goes off...so if you watch for this, you can pre-cast on these people to land a heal within milliseconds after the frostbolt hits them. :)

There is no other solution that I know of other than being very quick. Other unitframes surely support this kind of thing; Grid is just what I use.
