Look at the situation with Prot Warriors and Prot/Holy Paladins.  Prot Warriors basically are talented to take a beating.  Which is good.  But when you go from a fight like, say, Magtheridon, where you would like to have 5 tanks, you go from 5 tanks to only needing 1.  Well, that's fine and good if you had 5 Druids, the 4 other druids can go DPS.  However, if you have more than 1 Prot Warrior or more than 1 Prot Paladin.  You just lost n-1 number of effective people in your raid, where n = the number of Prot Warrior/Paladins because the gear they use to tank, renders them less effective as DPS or Healing because the gear is setup for mitigation or threat generation, not pure dps.  For Warriors, the DPS gain comes from the additional abilities that Fury or Arms allows to generate more damage.  Same with Ret Paladins.  Holy Paladins rely on gear that has MP5, Spellpower AND Spell Crit, which their tanking gear focuses a little on spell power and avoidance, less about MP5 and Spell Crit, which makes them not as good healers in long fights.

What is failed to be seen here is, on the PvE side, classes like Warriors and Paladins can use the dual spec switching allowance for that.  You also ignore the fact that this helps DPS classes for fights where there is things such as Fire and Frost immune situations.  Mages who are specced mostly fire or Frost, are literally rendered gimped when facing a mob that is immune to their primary spec, which means their Frost and Arcane isn't going to do well against a Fire immune mob if they are specced mostly for Fire.

For the PvPers, this allows people to have a PvE and PvP setup so that they can enjoy both aspects of the game.

We have to wait and see what they have in mind, but at the same time, be realistic of some of the issues that will come up in some raids. Its not something you can just type a command for or open a new menu for. 
Basically this is just making life better on classes that got the "You can't be hybrid anymore" boot. On my druid there is no possible way to spec tank, dps and have either of those specs decent enough to pvp with.
I assume the system will be like a bank. You can buy slots for specs, and switch them around at will at a class trainer. No cooldowns, no gold requirements. If I want to go pvp, I can switch to my pvp spec and queue.

think about it a mage can only switch from dps to dps, sure its good if we get fire/frost/arcane immune bosses were other class can just switch specc b4 boss fight if its needed

And now, when healing+spelldmg went into Spellpower, i can't wait to try it switching between Resto shaman &lt;-&gt; Ele shaman and Balance druid &amp; Resto one :)
