What I'm looking for is a addon that works nicely with ICEHUD allowing me to pick particular buffs to show next to my hud so I know they are up, like seals, personal blessings, procs ect. Something small that fits in between the bars of the hud. If possible an option to remove the buff that got moved from the default buff list by the map.

Second an addon that would find a party/raid member that needs healing and makes on onscreen flash saying when Art of War procs and then you can you a key bind to cast it on the target it picks that needs healing, is in range, and is in LOS.

I know that these are both kinda off the wall and the second might be impossible to make, but hell its worth a shot and I know the folks of curse could make it happen.

Anything that automizes is forbidden (aka, auto targetting and such).

The newest Sartrina Buff Frames allows you to define which buffs you want displayed and which ones you don't.  For #2-you wouldn't be able to have the game itself pick your unit that needs the healing but you could make a macro and input somebody's name into it and then keybind it.  You'd have to change it manually whenever you needed a change but it's better than nothing.  You could also use Clique+a raid frame that supports click casting like Grid.  When your AOW is up, simply do something like ctrl+left click on somebody in grid and there's your AOW heal on that person.  It's not automatic but it's as close to painless as possible.

well on that idea of using a heal grid.. is there still on addon that shows the most injuried persons. like the only CT Healing list that showed the top 5 most injuried persons?

There is some heal priority addons for things like grid yes.  I believe there might also be an ACE based mod called Eemon or Emon (emergency monitor)

Eemon seems to be what I was looking for... it was never updated for wrath tho. We are on the right track tho. Thank you.
