Wondering if there is an add-on that allows people to see what their characters are locked out of (raids and dungeons).

I have four characters that I love to go on pugs and 5 mans, but its hard to keep track of who went where and is locked out of where.

just wondering if there is anything out that could help me with that.

Altoholic is the best alt addon that I know of, but I'm not sure if it shows raid lockouts or not...

Yes, Altaholic shows CDs on raid IDs and heroic resets in the summary tab when you mouseover a characters name.
