So you want an addon which would result in people getting excessively annoyed by you? Just /y 'in the mountains' 20 times in any capital and you'd have the same result (peeps ignoring you), no need for an addon here.

I do not think that anyone will be willing to write / create an addon that would do this. It has the potential to do more harm than good.
