I downloaded Niconaze's UI from http://www.wowinterface.com/downloads/info14435-NiconazeUi.html

I put the Interface, Fonts and WTF folders into my WoW Addon folder and started up WoW with the addons enabled.

The first thing I see is the action bars stacked in the centre of the screen (not at the bottom where I want them). I was able to move the damage meter by simply clicking and dragging it, but I can't seem to do the same with the action bars. I basically want to copy the layout in the screenshots at the above link.

Okay I fixed the majority of it with Bartender - really user friendly addon as it turns out and very customizable.

One more problem though - theres a bar right over my character saying how much time until my buffs expire. Anyone know how to move this bar? I'd like it a bit below my character.

You should probably post in the comments section of the UI your using. We can't really help you with a UI hosted on WoW interface.

Although it is more likely that the original poster might get a quicker answer by posting on the comments section of the UI, I just HAVE to say this:

Why not? Is there some rule for the forums I don't know about saying we can't help someone with a problem just because they downloaded something from another site? Public forums, poster, public forums.

If someone is browsing the forums here that has knowledge of this interface, why couldn't that person post it to this board? I believe the idea behind these public forums is to impart information and to try and help with problems. Regardless of where things were downloaded.

It depends on what unit frames are included in that UI pack.  You would need to go into the setup of w/e unit frames you are running.
