is there a addon that will do what aftercast did i would like to let ppl know when i cast power infusion on them

Yes -- Aftercast will.  Do a Google for it, and you'll find it on WowInterface. Look at the posts about it there, and you'll see someone's updated it back in August, and given a link to where to find their update.
