If a player has a character named Bob for instance. They delete this character. They then create a new character named Bob, the same name on the very same server. Will the previous character's addon configuration/settings/'saved variables' remain in tact and work for the new character?

I ask instead of testing it because I have not gotten an account yet.

names are locked for like 90 days I believe after a deletion.

What!? Can someone verify that?

Well, I know I've been able to delete a character I made and make a new one with the same name immediately after... but I don't know about someone else making a character with that name.

As for the original question about addons... I don't know. Why not try it and see? It shouldn't take more than a few minutes. It *might* work, since addon variables are stored locally, and since I know the client keeps the folders for deleted characters around. I don't know if it will wipe that folder when you create a new one by that name.

You should, though, be able to copy your SavedVariables.lua and SavedVariables folders for that character somewhere else (they're under WTF/Account/Login Name/Server Name/Character Name), then copy them back after making the new character. For that matter, you ought to be able to back up the whole character folder and restore it after creating the new character.

Most addons store account-wide settings and separate character data themselves (so they can reference it for things like comparing or copying configuration). In this case such settings will definitely stay when you delete/recreate character. I don't remember if "true" per-character settings directories are removed or not, but I believe they stay as well.

I'm not gonna put any money on it without testing it myself, but it should keep all your addon settings when you do that. The old characters settings are never deleted so there's no reason for it to lose those settings and the new character by the same name should inherit them as their own.

If you delete the character, and make a new one right after all the setting stay intact. If you restart wow b4 creating your new character however I believe the settings will be lost.
