It depends what addons you are talking about. If you were to provide a list, people could tell you what and what not to use. Generally, addons you find on Curse are perfectly fine to use so if you got them from here, you will not have anything to worry about.
Bots are programs that automate your character via scripting. They control your character based on a set of commands and allow your character to level or accomplish other tasks whilst you are not at the computer. Using a botting solution WILL get your account banned if Blizzard detect it.
Hacks cover a wide variety of things. For example, code injected into World of Warcraft that allows you to accomplish things that are not usually possible, such as teleportation, are considered hacks and some consider exploitations such as "safe zones" in instances that allow you to kill a boss (or mob) but the boss (or mob) can't attack you back as hacks also. Using a hack will get your account banned or suspended on the severity of the hack in question.
My advice to you would be to email Blizzard and ask them for specifics involved with the account suspension and ask them for some form of specific evidence. They may not give it to you but it is worth a try. Accounts sometimes get banned by mistake and this may be one of those instances. Best to talk to them.

It sounds like your brother got tells from a GM and didn't respond. This is typical behavior of a player that's using a bot to automate the leveling process, and is jumped on fairly swiftly by Blizzard.

nope these addons all contain Lua script, which is what the UI of WoW is written in. It is constantly being updated and modified by Blizzard, which is why addons need to be updated, but basically if the functionality exists in WoW's Lua, it's there on purpose and legal to use. Addons that contain .bat or .exe files can be an exception to this, as you don't need executables to install any addons. I think mostly they're there to help you install the addon correctly, but then again, you can't just open an .exe file with a text editor to see what it's doing, so why take the risk when all you need to do is extract and compressed file into a directory.
botting involves automated playing while you aren't at the computer, like is mentioned above. i haven't seen any botting programs available for download (i haven't looked, as i enjoy playing the game myself), but i've had some suspicions about people around me botting once or twice.
regardless, my guess is you won't get much/any help from blizzard. since you let someone else use your account, you're already breaking the EULA i think. plus, unless you have some serious proof to back up any claim to a problem you have with your account, your response is likely to be "we can't help you".

Yeah don't go telling them your brothers friend was levelling for you - that's against the EULA and a straight ban right off the bat. The only people who can play your account according to the terms are you and one minor who you have parental responsiblity for. Anyone else and they've got enough to ban you already.
If you want to be able to install addons with ease though you don't need fancy install programs (that could potentially install other things too - keyloggers are the popular one lately) when you can just use the curse client. Use that and all you need do is click the "Install this addon using curse client" link on the addon download page and it'll drop everything in the right spot for you and even inform you of updates too :D

also, there might've been a flag on your account from being played through a different IP.

Tyrasmira also, there might've been a flag on your account from being played through a different IP.
I know a couple of people that travel a lot and take a computer with them to play WoW. I have taken my computer to friends houses a couple of times and played WoW there. I have never gotten any kind of negative feed back from Blizzard about it. But, if I ever do, they will have one very irate customer on their hands.

It's definitely not the ip thing, my ip changes every time I connect to the net, and I play it over a friends place half the time too.

It is definitely against the EULA to allow anyone else to play on your account, regardless of IP, except for one minor who is your dependent. Spouses can't share, either! I have no idea how Blizzard can enforce such rules, but if they catch you, they can ban you. I suppose a GM can tell by noticing playing behavior, such as leveling at a very high rate, that someone else is doing a leveling job, then if the GM gets no response to a tell, it is an automatic ban.
