Are you talking about for World of Warcraft? If so, this is not an add-on... It's part of Blizzard's standard UI, you disable/enable it under the "Interface Options" menu by unchecking/checking the box next to "Automatic Quest Tracking". By default, enabling the 'automatic' option will cause any quests you take action on to appear in the tracking window and it will only remain there for up to 5 minutes (possibly 10?) after the last action you took on that particular quest. In other words, first item you get or creature you kill that counts towards a quest's fullfillment requirements, adds that quest to tracking. And if 5 (or 10) minutes pass before you get kill or drop #2 then it will be removed from tracking.

Incidentally, you can disable the automatic feature and control what quests you want tracked yourself by opening your Quest Log and holding down the Shift key while Right-Clicking on the Quest Name. A checkmark will appear in the log next to the title of quests that are sent to the tracking window along with the appearance of them under your minimap as you described. This will force those quests to remain there until you remove them from tracking either by toggling them back off in your Quest Log (same way you toggled them on) or simply by completing and turning them in. A maximum of 3 quests can be tracked at one time.
