got a new CPU and I'm using Vista 64 for the first time, and the folder directory is totally diferent from XP,I DL an add on ,and I had the hardest time trying to find the WAR folder directory to put the addo on folder in,but after putting the folder where i though it should go,theres no way of verifying if its in the right spot ,or a way to turn the add on ...on.
Anyway heres the path where I installed the add on(Warhammer Scolling Combat Text)....C:\Program Files (x86)\Electronic Arts\Warhammer Online - Age of Reckoning\user\interface\AllCharacters\wsct
Is this the correct path?

No, the correct path doesn't include "user" or "allcharacters". Go into your base WAR directory (the place where WAR.exe is) and look for a folder named Interface there (not the one inside of Users). If it doesn't exist, create it. Inside the Interface directory, look for a folder named AddOns, again if it doesn't exist then create it. Then inside that AddOns folder, place the folders for individual addons.
Based on what you pasted above, the correct path would be this:
C:\Program Files (x86)\Electronic Arts\Warhammer Online - Age of Reckoning\interface\addons\wsct

well thats the funny thing ,after going into C:/program files(x86)/Electronic Arts/Warhammer Online-Age of Reckoning-there is no "interface" unless I go into the "user" folder next, then I find an "interface" folder... then after that folder the only one avalible is "all characters" ...Vista (or I.E that vista forces me to use) just doesnt seem to run the regular path that I was used to,with my old set up of XP and FireFox.

i am also having a problem finding the file on Vista. I got the early Beta, and tried both of the files, but neither had an interface file. There is an interface icon in the actual game file, but my computer does not know what to open it with as it is not a file.

Maybe it would be easier to use the curse client, it will install the files into the correct folders. Or just follow the instructions Aiiane gave you and follow them to the letter instead of doing something similar.
And it really does not matter if you have Vista or XP. I play on both systems and it has no influence whatsoever on addons.

@reverend13: If you added the addons into WoW, no wonder nothing works.
For WAR, the Folder has to be named "AddOns" located in the "Interface" folder. Naming your Folder 'Addon', 'Add on', 'My cool addons' simply will not work.

You are absolutely correct on the location. I have successfully manually installed add-ons on a Vista 64-bit system. Extract the zip files to this folder:
C:\Users\Public\Games\World of Warcraft\Interface\AddOns
If you migrate to Vista, or install over XP you will not have the same file structure as a native system.

Im having a problem with the curse slient installing AddOns for WAR, i set my directory to
:C\Program Files\Electronic Arts\Warhammer Online - Age of Reckoning\Interface\AddOns
And it tells me through the Curse Client that it dosnt seem to be a valid installation of Warhammer Online.
i read all of the posts up above a couple of time to see if i made a mistake and i possibly did, but i need a little direction please because i was attempting to DL Lib ans Squared but the DL through the Curse Client always fails...im not sure what to do.

Is your computer native Vista or did you upgrade it from XP? It makes a difference. Did you look in the Program Files or Program Files (x86) folders for World of Warcraft and put it in the interface\addons folder there just to see if it worked?
On my 64-bit Vista, the World of Warcraft folder doesn't exist in either Program Files folder, it is in the c:\Users\Public\Games folder, so choice is easy, only place to put it.
