Addons (all addons) install to a subfolder in your WoW program folder. On windows XP, this is (default) in:
c:\program files\world of warcraft\interface\addons\..
For questHelper, you should then end up with something like:
C:\Program Files\World of Warcraft\Interface\AddOns\QuestHelper\
And all of it's files go in that folder. So, if installing from a .zip file, just copy the zip to the addons folder, and unzip it there.
Obviously if you've installed WoW to a different folder, you need to change this to reflect your personal installation. Finally, under Vista, some have recommended installing WoW outside of the Program Files folder to work around a folder permissions conflict between Vista's Program Files folder structure and WoW. I won't write about this but google will help you with that.
