I just want an addon welcomes new guildies and also grats those who dings in party and guid chat.  Do any of you know of one?

Haven't tried this, and it's sort of old (but is wotlk)... did some checking for you though, because I can't remember the name of the one I used to use. Thank you so much for your help, but I dont think this is the one.  The one the guildy has doesnt remind you to grats/greet people, it just does it automatically.

I use AutoDing http://wowui.worldofwar.net/?p=mod&m=3581.  I don't think Curses copy is updated.  I know this does the Auto gratz for all my guild members that have it installed, but I don't know about the greet part.
