To move the quest tracker, hover your pointer near the top of the list, or by the first line of quests. Should highlight, or otherwise be draggable regarless. If it is not draggable, do /qh and read the commands, as there is one for unlocking/locking the quest tracker.

OK, so I've got a weird issue. i can't get the default blizzard quest tracker to go away. I'm not getting errors, and everything is working, but blizzard's quest tracker shows up anytime something gets tracked (I kill a quest mob, find an item, shift-click a quest in the quest log, etc.), and I can't turn it off unless I go into the quest log and uncheck all the tracked quests. I've updated, hard reset and more, and I cannot get just QH to display. I love the addon, but this is kind of annoying.

Have you tried to see if any of your add-ons are conflicting with it?

I think go to Options --> Interface --> Quest (or something like that) --> Disable the automatic quest tracking
