Make sure the addons you added are listed in this folder:

\World of Warcraft\Interface\Addons\

I'm running Windows XP and this (for example) is where Curse Profiler is located.

C:\Program Files\World of Warcraft\Interface\AddOns\CurseProfiler

I'm not familiar enough with Windows Vista to give you exact details for those locations

Search your hard drive for the World of Warcraft folder. Wherever it is, there should be at least a WTF folder as a subfolder, and if you have addons, there should be an Interface folder, and in that, an AddOns folder. If you don't have the Interface or Addons folder, that's why you don't have the addons button on character select.

The Blizzard addons by themselves do not create the button. You have to put non-Blizzard addons in the folder to see the button. Read the sticky for details.
