Is there or is there a way that someone could make a Ventrilo Addon for wow?

short answer: no.

blizzard doesnt allow addons to communicate with the outside world (not even to your harddrive untill you log off if i'm correct)

some time ago i have been using that used an overlay on wow to display the person talking on vt/ts but i havent seen that one for some time now. currently i use the display on my g15 keyboard, that works like a dream.

What exactly are looking for. Vent has an overlay feature that will display itself over the WoW window and you can set up a keybind to use for the push to talk feature.
