I don't believe Lotro has 'addons' in the wow sense of the word, but evidently it does have a customizable UI.  Cairenn was trying to be polite to us by not just blatantly advertising a link to http://www.lotrointerface.com/.

I checked and noone has uploaded any lotro interface projects to CurseForge, but you should have pretty good luck over there, they run a quality site.
