Isn't throttling at all.  It is, however, enough to get me to uninstall it.  Putting a 60 second delay into it is nonsense.  It will not convince me to buy the premium membership.  It will convince me not to bother with the tool, nor to contribute in any meaningful way to this site.

Why would you implement something so blatantly unfriendly?

This isn't a support issue, this is locked.

There are business decisions regarding ways to pay for bandwidth costs (which are extensive).
