What is the healing mod that moves the priority of players up and down in the UI provided?

I do not think that such an addon would be effective. The best healing mod is your brain and experience. Know the fights and know when a major AOE is incoming and know who is the most squish and who can take the hit, etc. Aside from that try a good unit frame and click casting mod and you should be set.
