UI files download as .rar's instead of zip files. Help anyone? What do I do with them?

Suggestion: Make sure that you are in the correct folder when you are editing it. Also make sure that the file is not Read-Only before editing it.

Try copying it to another folder, editing it there and then copying it back overwriting previous.

Are you trying to edit/save it, by any chance, while Vanguard game client is running? It might be locking it. Or something else might be locking it. Try reboot into Windows safe mode and try edit while in it.
Another thing to try, if those won't work, is to download Unlocker utility for Windows from http://ccollomb.free.fr/unlocker/. It will just unlock file from whatever might be locking it.

Fixed. Thanks for taking the time to help out man! For anyone with Vista turn your User Account protection status to off if you run into this problem.

Oh! Vista! :) How is Vanguard running on Vista for you? Are you using 32 or 64 bit version of Vista?

Funny thing with Vista, I was using it and running Vanguard on it and it was a bit slow and cluncky, but a friend of maine with near enough the same spec (different Mobo and drivers) as me is running it on Vista fine. Since then he's also upgraded he GPU and seems to not have any issues. I am sure it's all about drivers at the moment and how well they are written by the manufacturer.
