agUnitframes -- says so in the Fubar bar across bottom of screen,

AGUF with an EEpanel behind it. It's possible it's not an EEPanel and just a border provided from something like Skinner but I'd bank on it being an EEPanel based on the boxes around the action buttons at the bottom.
