    Autism? I think so.
How can you possibly think that your UI was anything close to efficient?
It looks like a 12 year old put it together.. wait..

You really need to disable the triple timestamps...

as a healer, I have no idea how on EARTH you can do anything with this.
And also, a Talent note, Lightwell, is pretty useless. Put the point into something a lot more useful!

19" monitor running at what resolution 800x600? is it a wide screen monitor?
    Suggestions:
Run at a higher resolution like 1024x768+ or a wide screen resolution if you have a widescreen monitor
Scale the cpanel making it smaller and place it where you have your bags
Make the bags invivisble get bagnon or something of the sort and just use B or ctrl+b to open your bags
Get an addon to group all the minimap buttons there are plenty out there that'll make all thse buttons into one button
While instancing click the little white box for QH to hide your Q-tracker

here are some of my screenshots i have a 24" widescreen monitor running at 1920x1200

    holy mother of messiness.
i've seen some chaotic ui's that looked sloppy but this isn't even a ui. this is just a disaster.
i've seen healers use a vertical bar with their heals next to the party list to minimize mouse movement. tbh, i don't even know what you're doing here. none of this even looks organized between heals, HoTs, DoTs and damage spells.
i can tell that you're working with a limited screen size. your monitor is probably no bigger than a 17" if i'm guessing. I would suggest using the size functions available with x-perl and dominos. also, to save space use bagnon addon to make your bags in to one big bag and use dominos function on you bag bar to shrink it down to just one bag. if your tooltips are getting in the way of full bottom screen organization you can use the mod Cowtip to move the tooltip box.
